It is once again time for a caption contest.  The photo this time features a group of people in military uniforms with balloons trapped inside large nets.   Are the balloons being held hostage?  Are they being taken away?  Will they be released?  What is the purpose of all this?   You decide.

    This reminds me of that time I was run out of town after disturbing a herd of cattle in Bolivia in the mid ’90s, but the out-of-court settlement won’t allow me to divulge any further details about that.

    The dossier I’m about to show you is Classified. I had to sign confidentiality waivers and get tattoos. Understand the sacrifices I make. Without further ado: These troops were part of a plan by the Important Evil Genius (E.D) to achieve world domination. These soldiers are his highly-underpaid minions, and the balloons contain laughing gas. The plan was to incapacitate the local government, but when the balloons were released, they went up into the atmosphere and disappeared, and all the minions were arrested. The “mastermind” behind this (lame) plot escaped by hiding out in a retirement home.
